About SSRDP
- A 5 year (2006-2010) regional development programme, in response to the needs expressed by the South Sinai stakeholders in providing sustainable services and solutions;
- Joint cooperation between the Governorate of South Sinai (GSS) and the European Commission (EC) with a fund of € 64 million;
- Managed by the Programme Support Unit (PSU) at the level of the governorate, consisting of Egyptian and European professionals;
- Two Components, one for contracting strategically large infrastructure projects and another for grants.
SSRDP Purpose (ref. Financing Agreement)
The programme purpose is the development of local economy and activities, and the preservation and support of the social, cultural, and natural resources of South Sinai.
SSRDP Overall Objectives (ref. Financing Agreement)
- The promotion of sustainable, diversified, and environmentally sensitive economic activities;
- The promotion of social development to meet the very diverse needs of the local population attracted by the tourism industry;
- The continued development of appropriate environmental management systems to protect the fragile land and maritime environment which is the region's main economic asset;
- The preservation of the cultural heritage of the region.
SSRDP General Expected Results (ref. Financing Agreement)
- promotion of local communities (Bedouins) and their social and economic development;
- The reinforced support for sustainable tourism development through increased geographical distribution and diversification of activites, as well as the preservation of the unique cultural heritage of the region and its population;
- The reinforced environmental management and control in Protectorates, Municipalities and tourist facilities;
- The improved delivery of social and public services to urban and rural populations, with increased employment opportunities for local communities and in particular for women;
- The strengthening of the decentralisation process in decision making and financing.
SSRDP Management
- The Programme Support Unit (PSU) manages the programme at the level of the Governorate. The PSU is staffed by a team of Egyptian professionals and is assisted by a Technical Assistance Team of BMB – Mott MacDonald from the Netherlands;
- The PSU facilitates the process of awarding and monitoring of the contracts in the two Components. It is responsible for the management of the contracts and payments, providing needed technical assistance, and establishing and maintaining internal quality control and monitoring systems, as per EU Guidelines and Regulations.
SSRDP Component 1 (Infrastructure Projects)
Component 1 concerns strategically large infrastructure and supply projects such as:
- Water supply of St. Katherine and Wadi Ferian Villages;
- Waste water system improvement in El-Tur City;
- Solid Waste Management in South Sinai;
- Supply of boats, mooring, tracking and monitoring systems;
- Supply of water tankers and tanks for rural communities;
- A sustainable tourism development study for South Sinai.
SSRDP Component 2 (Grant Projects)
- Component 2 concerns the distribution of grants among stakeholders, to implement projects in South Sinai, focussing on:
- Capacity Building;
- Social Development;
- Public Awareness;
- Cultural Heritage;
- Environment and Sustainable; Development;
- Local Economic Development.
- Component 2 addresses proposals emanating from local initiatives and needs of the communities and stake holders. These demand-driven proposals are submitted by NGO’s, National and International organisations, SME’s, Local Authorities and Bedouin Government Sheikhs.
SSRDP Achievements
SSRDP remarkable achievements Up to June 2007 are:
- 195 Frameworks and Supplies contracts signed before the 7th of April 2007, out of which:
- 16 contracts under Component 1 for works and supplies;
- 55 contracts under Component 2, Call 1 [for proposals] to implement strategically large projects in South Sinai;
- 124 contracts under Component 2 with governmental Sheikhs to implement small, local projects to support the Bedouin community.
- 4 consultative, architectural, technical, and supervisory service contracts, for Component 1 projects.
- … in addition to other FWC for other technical demand-defined services.
Prospected Projects Deliverables Analysis Outlines
Of the prospected results for project contracted with Component 1, are the following:
- 4,000 potable water cubic meters provided to Saint Katherine and Wadi Firan villages, through potable water network installation;
- 8 water tankers (storage tanks), transporting water to Bedouin communities close to El Tur, and Sharm El Sheikh;
- 710 potable water tanks for Bedouin houses in Bedouin communities close to El Tur, and Sharm El Sheikh;
- Waste water system development in Tur Sinai, through constructing waste water processing station, oxidation ponds, and a major pump station;
- Solid waste management fully-equipped project implemented in South Sinai cities, comprising land fills in Sharm El Sheikh and Tur Sinai, together with a Solid waste processing factory in Sharm El Sheikh;
- 4 patrol boats, and 1 vessel, for environmental protection of coral reefs in El Aqaba Bay;
- Constructing a Mooring, Tracking and Monitoring System, for natural resources preservation;
- Provision of supplies and equipment to the natural protectorates sector;
- Researching a sustainable tourism study for South Sinai region.
… in addition to the following expected results of the projects contracted with Component 2:
- 4,000 permanent, direct and indirect, job opportunities;
- Income generation for 9,500 Bedouin households secured;
- 4,400 livestock heads purchased and provided;
- Mobile vet unit, serve Bedouin needs at valleys provided;
- Health and food services to more than 9,000 Bedouin households at valleys provided;
- 3 health care units constructed in distant areas;
- 3300 Bedouin households provided with potable water;
- 140 shallow wells dug (for irrigation and potable water);
- 10 deep wells dug (for irrigation and potable water);
- 35 wells operated with solar power;
- 90 dams/cisterns/water tanks for Bedouins constructed;
- 1700 acres cultivated;
- 330 small farms for Bedouins constructed;
- 115 distant houses provided with solar energy electricity;
- 50 Bedouin houses built;
- 4 one-class schools constructed;
- 500 trainings held, serving topics of health, cultural heritage, handicrafts, managerial and planning skills, small projects management, as well as foreign languages and computer skills;
- 22,000 young men and women trained, qualified for work at different fields;
- Integrated training center for Bedouin women constructed at Sharm El Sheikh (Susan Mubarak Center);
- 1-2 employment services centers constructed for South Sinai residents;
- 3 training centers constructed;
- 2 small micro-support support centers constructed;
- 240 PCs provided for training centers;
- Rehabilitation center constructed for special needs people;
- 120,000 birds secured annually;
- 1,000,000 eggs secured annually;
- Tourist managemental system developed at Saint Katherine Monastery, and restorations to some tourist sites at Moses Mountain provided.
